2016 – Year in Review
2016 has been a busy year for XS-Axis Consulting, as we have expanded new opportunities across all service lines in different regions
Cameroon: Financial Modeling – A Comparative Value for Money Tool for PPPs
XS-Axis Consulting was the lead adviser in consortium with F1F9 to successfully deliver a financial modeling tool using Microsoft Excel to help our client in determining Value for Money of infrastructure projects under PPP scheme versus traditional public procurement. The PPP Unit will use this tool to assess viability of projects.

Albania: Consultancy Services on PPPs and Financing of PPPs
We advised the Prime Minister’s Office to assess the applicability of “forfeiting” in Albania – the most frequently used financing model used in Germany to procure PPPs. On top, we also advised lawyers of the Hoxa Memi & Hoxha Law Firm on drafting Albania’s PPP Guidelines.

Morocco: Support Program on Integrated Management of Water Resources (ARGIE)
XS-Axis Consulting advised DRPE and coordinated with relevant Government Stakeholders across sectors to develop Terms of Reference for the upcoming tender of a study in the water sector. Our mandate will continue in 2017 to provide a capacity building training to the staff on PPPs in water sector.

World Bank: Framework Agreements for PPP Rapid Support Assessments – Zambia
XS-Axis Consulting, in consortium with Genesis Analysis, has been appointed as advisers to Zambia’s PPP Rapid Support Assessment. The objectives are to provide assessment on the country’s status-quo, identify existing gaps impeding the implementation of the PPP policy, recommend a suitable PPP framework, and develop a PPP project pipeline screening.

Indonesia: Phase 2 – Piloting PPPs across sectors, developing Model Bidding Documents and Capacity Building
Following up 2015, the PPP Procurement Program has moved towards with a pilot program with 5 projects across sectors such as Water, Waste to Energy, Street Lighting, and Airport. Next to the implementation of pilot projects, standard bidding documents have been developed, and capacity trainings are next in line.
