SADC PPP Regional Framework in 2013
The Southern African Development Community (SADC) PPP Network Working Group meeting took place on September 13, 2012 with the focus of Policy, Legal Frameworks and Institutional Arrangements for PPPs. It was attended by delegates from Angola, Botswana, Lesotho, Mozambique, Namibia, Seychelles, South Africa, Tanzania, and Zambia. The attendance also included officials from the SADC Secretariat, the SADC-DFRC, GIZ, WBI, OECD, JICA, and PPIAF.
Dr. Azadeh Kopp-Moini presented her paper “SADC PPP Regional Framework”, concerning Policies, Legal Frameworks and Institutional Arrangements in SADC. In this paper, she outlined the approach that was taken, including the review of the existing frameworks within the 14 SADC member states discussed in the paper, the comparative analysis with major developed PPP markets around the world, and the conclusions and recommendations arrived at.
The draft regional framework paper was based on her draft Regional Strategy Paper submitted to the Steering Committee in September, 2012 – essentially with a set of recommendations on principles and guidelines to be adopted by SADC member states in order to refine and develop PPP policies, legal frameworks and institutional arrangements, based on lessons learned, good practice, that would ultimately achieve harmonisation, as far as possible, across the region.
The paper was refined, developed and harmonized by the SADC Member States upon their PPP Policy, Legal Frameworks and Institutional Arrangements.
