Project Description: Mapping of PPP Projects acorss all sectors including renewable energy, industrial zones, transport in Tunisia.

The objective was to get a good understanding of the status of private financing models and optins in the country across all sectors including renewable energy with an IPP as the first successful PPP in the country. The advisory work encompassed the evaluation of Institutional, Financial and Policy Framework and existing PPP experience in the country. Furthermore, the project included work to  identify proper advisory services for the Client with Focus on PPPs. Finally, the project requried attending a high-level mission to Tunisia to conduct an investigation of current PPP Frameworks by interviewing Ministries across all sectors to get a comprehensive overview of the status of Public and Private financing options in Tunisia. Finally, the outcome was to draft a final report on findings of the mission. A major part of the work was to interview all relevant Ministries (high-level Ministers). As a follow.up, there was further strategic advice to the Client in Tunisia  to provide  a 5 day PPP training and workshop designed for Industrial Zones.

Scope of Work

  1. Preparation of the workshop,
  2. Analysis of benchmarks for PPPs in industrial zones worldwide taking the cases of Jordan, Egypt, India and Bahrain
  3. Elaboration on how to identify good from bad projects and select PPP projects and how best to structure a transaction
  4. Holding of workshop in Tunisia including final draft of report.

Progress for 2016-2018

  1. Portfolio analysis of support to the sector, including data gatehring and researchn on status of public and private sector funding in Tunisia across all sectors including investigation of potentials for renewable energy sector
  2. Analysis of various instruments, approaches, financing modalities and channels
  3. Policy analysis and Evaluation of PPP Law (Loi de Concession and Draft PPP Law)
  4. Specific documentary analysis (Country PPP Paper, Country Level Evaluations etc.)
  5. Dissemination seminars/ workshops
