Project Description: Advise on Finalization of PPP Law in Rwanda
Rwandan Development Board jointly with GIZ approached XS-Axis Consulting to finalize the existing draft PPP Law with the idea of passing it through the Cabinet in 2013. XS-Axis Consulting looked into the sector issues including renewable energy sector to develop ideas on the institutional, legal and policy setting concerning private sector participation in the country.
Activities
XS-Axis Consulting conducted various interviews with Ministries including Ministry of Finance to develop the processes for PPPs. The scope of work included:
- Review of the existing draft PPP Law
- Design of a new and amended PPP Law
- Presentation of results to stakeholders in Rwanda
- Finalization of the PPP Law to pass through the Cabinet
